China’s Windey Energy Technology Group has signed a strategic partnership with Italy-based Fintel Energia Group that will allow it to make direct equity investments in Fintel’s Serbian wind project portfolio. The agreement was signed on September 22, 2026, during WindEnergy Hamburg and covers projects at different stages of development.
The partnership will focus primarily on Fintel’s 854 MW Maestrale Ring project, for which Windey was previously selected as the preferred turbine supplier. The 2023 agreement covered 112 Windey WD200 turbines rated at 7.7 MW each, together with a 10-year service and maintenance arrangement. Fintel describes Maestrale Ring as its largest onshore wind project and one of the major projects in its Serbian development pipeline.
Windey’s new role goes beyond equipment supply. Under the latest agreement, the Chinese company can invest directly in the Serbian projects either independently or alongside other Chinese institutional investors identified by Windey and approved by Fintel. The companies have not disclosed the value of the proposed investment or the precise equity percentage.
The agreement also covers approximately 110 MW of wind capacity currently under construction, including the second and third phases of Košava and projects within Fintel’s Kula portfolio. Windey had previously been selected to supply 28 turbines for this group of projects, comprising WD164 and WD172 turbine models, with a 10-year maintenance agreement.
A distinctive element of the new partnership is Windey’s commitment to provide institutional and governmental support aimed at accelerating project licensing. Fintel said the arrangement includes engagement through Chinese diplomatic channels, with the objective of helping address administrative and permitting delays affecting its Serbian development pipeline.
The cooperation also extends beyond conventional wind generation. Fintel and Windey plan to explore joint investments in modular artificial intelligence data centers located near Fintel’s electrical substations. This creates a potential link between renewable power generation, grid infrastructure and electricity-intensive computing facilities within the same development framework.
The partnership builds on an existing relationship between the two companies. Windey has supplied equipment for Fintel’s Serbian projects since 2023 and has already established an operational presence in the country. Its Alibunar-I project, consisting of three 3.3 MW turbines, marked Windey’s first wind project in Serbia. The company later reported a 99.87% average turbine availability rate and zero failures of critical components during the project's warranty period.
For Fintel, the agreement provides a new investment route for advancing a large Serbian wind portfolio while adding Windey’s equipment, financing participation and institutional support to the relationship. The immediate focus remains on project licensing, investment arrangements and development progress, with no investment value or final completion schedule publicly disclosed at the time of the announcement.
