India’s ALMM Solar Cell Capacity Rises to 35.47 GW

India’s approved solar cell manufacturing capacity under MNRE’s ALMM List-II has reached 35.47 GW after 3.71 GW of TOPCon capacity was added by three manufacturers.

India’s approved domestic solar cell manufacturing base has expanded to 35.47 GW, following the latest revision of the Ministry of New and Renewable Energy’s (MNRE) Approved List of Models and Manufacturers (ALMM) List-II. The August 2026 update added 3,709 MW of TOPCon cell capacity, taking the total capacity enlisted under the framework to 35,467 MW.

The latest increase comes as Indian solar manufacturers continue to expand advanced cell production and the country seeks to establish a more self-reliant photovoltaic supply chain. The new capacity has been added by three manufacturers already included in the approved list.

Avaada Electro accounted for the largest increase, adding 3,011 MW of TOPCon G12R cell manufacturing capacity at its facility in Nagpur, Maharashtra. The expansion takes the company’s total ALMM-listed solar cell capacity to 3,621 MW. Emmvee Energy has added a further 600 MW, increasing its approved manufacturing capacity to 2,153 MW. Waaree Energies, meanwhile, has expanded its TOPCon capacity by 98 MW, taking its listed TOPCon capacity to 4,021 MW.

Waaree also has 1,328 MW of Mono PERC cell capacity included under ALMM List-II. Its combined approved cell manufacturing capacity therefore stands at 5,349 MW, making it one of the larger manufacturers represented on the list.

The August revision is the ninth update to ALMM List-II since the framework was introduced on 31 July 2025. The successive revisions have broadened the number of approved manufacturers and increased the availability of domestically produced solar cells for projects subject to ALMM requirements.

The latest expansion follows the July 2026 revision, when Avaada Electro was initially added to List-II with 610 MW of N-Type TOPCon G12 cell capacity from its Nagpur plant. During the same update, Fujiyama Power Systems increased its approved bifacial Mono PERC capacity by 640 MW to 1,077 MW.

The growing pool of ALMM-listed cell manufacturers is particularly relevant as India strengthens its domestic-content requirements for solar projects. For developments to which ALMM List-II provisions apply, developers need to source eligible solar cells from manufacturers included in the approved framework.

MNRE has nevertheless provided additional flexibility for certain market segments. The ministry has extended the exemption from ALMM List-II requirements for domestically manufactured solar cells used in net-metering and open-access solar projects until 31 December 2026.

The government’s localisation efforts are also moving further upstream. In March 2026, MNRE expanded the ALMM framework to cover solar ingots and wafers through a proposed List-III. The requirement for ingots and wafers to be sourced from manufacturers listed under the new framework is scheduled to begin from 1 June 2028, subject to sufficient domestic manufacturing capacity being established and approved.

The rapid increase in listed cell capacity, particularly across TOPCon technology, indicates that Indian manufacturers are scaling production beyond conventional cell technologies. This is significant as project developers increasingly require higher-efficiency modules for utility-scale and distributed solar installations.

With the latest additions taking ALMM-listed cell capacity beyond 35 GW, India’s domestic photovoltaic manufacturing ecosystem is gaining greater depth. Continued additions of cell, wafer and ingot capacity could further strengthen local supply chains and reduce the industry’s exposure to imported solar components as the country’s solar deployment accelerates.
